Angela Russell builds for depth. She creates the structures, networks, and experiences that root, connect, and nourish what comes next.
Angela has led in government, academia, the corporate sector, and philanthropy. She has spent her career inside organizations, not beside them. She knows the distance between what an organization says about itself and what is actually shaping its outcomes. That distance is where she works.
Most consultants bring a framework. Angela brings a hard-won sensibility, cross-sector pattern recognition, and critical thinking shaped by decades at the intersection of data, policy, community, and culture. She brings firsthand understanding of the joy, beauty, and challenge of building something real, generative, and sustainable.
Today she does this work for leaders, organizations, and the communities and alliances forming across sectors. The undercurrent shapes what reaches the surface. She helps leaders see what is actually driving things beneath the surface, name it clearly, and build the response with them, not for them. She advises. She consults. She convenes. She speaks.
Her career spans research and epidemiology, advising Governor Jim Doyle on policy, helping create the Wisconsin Department of Children and Families and serving as its Assistant Deputy Secretary, where she led communications, community engagement, and government relations, then national systems change work with the County Health Rankings & Roadmaps at UW-Madison. At TruStage, she created the company's diversity, equity, and inclusion body of work and eventually served as Vice President and Chief Diversity Officer. She also spent six years as Vice President of the TruStage Foundation and two as its President.
Based in Madison, Wisconsin, Angela created and hosts the award-winning Black Oxygen podcast and serves on the boards of Downtown Madison, Inc. and Beloit College. In 2021 she received an honorary Doctorate of Science from Beloit College. She earned her Master's in Population Health Sciences, with a focus on epidemiology, from the University of Wisconsin-Madison School of Medicine and Public Health, and graduated from Beloit College with a Bachelor of Science in Biochemistry, with honors.
What has remained constant over the past 26 years, in every role, room, and transition, is the care for the people in front of her. And, she has continuous gratitude for being called to and trusted with work that matters.
